SEANCE D’INFORMATION GOUVERNEMENTALE SUR LA POLITIQUE DE L’ADMINISTRATION TERRITORIALE ET SUR LA PROBLEMATIQUE DE L’ORGANISA-TION DES ELECTIONS LOCALES


LE 19 MAI 2012, S’EST TENUE AU PALAIS PRESIDENTIEL ET SOUS LA PRESIDENCE DU PREMIER MINISTRE, GARDE DES SCEAUX, MINISTRE DE LA JUSTICE, UNE SEANCE D’INFORMATION GOUVERNEMENTALE PORTANT SUR LA POLITIQUE DE L’ADMINISTRATION TERRITORIALE ET SUR LA PROBLEMATIQUE DE L’ORGANISATION DES ELECTIONS LOCALES.

DESTINEE A PERMETTRE AUX MEMBRES DU GOUVERNEMENT D’APPREHENDER LA NOUVELLE POLITIQUE DE L’ADMINISTRATION DU TERRITOIRE CONFORMEMENT AUX OBJECTIFS DEFINIS DANS LE PROGRAMME DU PRESIDENT DE LA REPUBLIQUE, CETTE RENCONTRE A ENREGISTRE LA PRESENCE DE L’ENSEMBLE DES MINISTRES, A L’EXCEPTION DE CEUX QUI ETAIENT EN MISSION HORS DU PAYS.

IL EST ESSENTIELLEMENT RESSORTI DE L’EXPOSE DU MINISTRE D’ETAT, MINISTRE DE L’INTERIEUR SUR LE SUJET QUE :

1- LE NOUVEAU PAYSAGE ADMINISTRATIF EST CONSTITUE, EN MATIERE DE DECONCENTRATION, DE 14 DISTRICTS, DE 30 REGIONS, DE 95 DEPARTEMENTS, DE 498 SOUS-PREFECTURES ET DE 8 000 VILLAGES AINSI QU’AU PLAN DE LA DECENTRALISATION, DE 30 COLLECTIVITES TERRITORIALES REGIONALES ET DE 197 COMMUNES ;

2- LA MISE EN ŒUVRE DU TRANSFERT DE COMPETENCES DE L’ETAT AUX COLLECTIVITES TERRITORIALES EST CONTRARIEE PAR DIVERS PROBLEMES;

3- LA CREATION DE NOUVELLES COMMUNES INTERVIENDRA SUR LA BASE DE CRITERES OBJECTIFS ;

4- LA CREATION DE NOUVELLES CIRCONSCRIPTIONS ADMINISTRATIVES DEPARTEMENTALES ET SOUS-PREFECTORALES S’OPERERA POUR REPARER DES INJUSTICES SURVENUES LORS DES PRECEDENTES CREATIONS AFIN DE PERMETTRE UN MEILLEUR ENCADREMENT DE CERTAINES LOCALITES A L’EVIDENCE SOUS-ADMINISTREES;

5- LA QUESTION DE L’ORGANISATION SIMULTANEE DES PROCHAINES ELECTIONS LOCALES EST A L’ETUDE ;

A L’ISSUE DES ECHANGES ET APRES AVOIR NOTE LES DIFFICULTES LIEES A L’ADMINISTRATION TERRITORIALE ET A L’ORGANISATION DES PROCHAINES ELECTIONS LOCALES, LES GOUVERNEMENT A PRECONISE, NOTAMMENT :

1- LA POURSUITE ET L’ACHEVEMENT DILIGENT DU BILAN DE LA DECENTRA-LISATION EN COURS D’ELABORATION ;

2- L’OBSERVATION DE LA PRUDENCE EN MATIERE DE TRANSFERT DE COMPE-TENCES DE L’ETAT AUX COLLECTIVITES TERRITORIALES ;

3- LE FINANCEMENT DES COLLECTIVITES TERRITORIALES NOTAMMENT PAR LA MOBILISATION DE RESSOURCES FINANCIERES A PARTIR D’UNE FISCALITE LOCALE PLUS DYNAMIQUE EN EVITANT LES EMPRUNTS ;

4- LA NECESSITE DE DOTER LES AUTORITES PREFECTORALES DE MOYENS CONSE-QUENTS POUR LEUR PERMETTRE D’ASSURER EFFICACEMENT LEURS MISSIONS ;

5- LA CREATION, D’UNE PART, DE NOUVEAUX DEPARTEMENTS AINSI QUE DE NOUVELLES SOUS-PREFECTURES POUR REPARER LES INJUSTICES SURVENUES LORS DES PRECEDENTES CREATIONS ET, D’AUTRE PART, DES COMMUNES A PARTIR DES CIRCONSCRIPTIONS ADMINISTRATIVES SOUS-PREFECTORALES EXISTANT ;

7- LA NECESSITE DE PROCEDER A UNE SENSIBILISATION DES POPULATIONS SUR COUPLAGE DES PROCHAINES ELECTIONS LOCALES AU CAS OU CETTE HYPOTHESE ETAIT RETENUE POUR LES Y PREPARER SURTOUT QUE CETTE OPTION PRESENTE DES AVANTAGES EN TERMES DE GAIN DE TEMPS ET D’ECONOMIE QUE L’ETAT POURRA REALISER ;

8- LA CREATION D’UN CADRE DE RENCONTRES AVEC, D’UNE PART, LES ELUS LOCAUX ET, D’AUTRE PART, LES BAILLEURS DE FONDS QUI SONT DISPOSES A ACCOMPAGNER LE PROCESSUS DE DECENTRALISATION TERRITORIALE.

EN DEFINITIVE, A L’ISSUE DE CETTE RENCONTRE, LE GOUVERNEMENT A DECIDE D’APPROFONDIR LES QUESTIONS TRAITEES EN VUE D’OPERER A TEMPS OPPORTUN DES CHOIX QUI TRADUIRONT LA VOLONTE POLITIQUE ET LA VISION, A TERME, DE LA GOUVERNANCE LOCALE.
